When Germany began to rebuild its armed forces during the 1930s, the Kriegsmarine started from a very different position than the army or the Luftwaffe. The restrictions imposed after World War I had deeply limited German naval power, and when Adolf Hitler accelerated rearmament, Admiral Erich Raeder pushed an ambitious program to make Germany a maritime power once again. The so-called Plan Z envisioned a gigantic fleet of battleships, cruisers, aircraft carriers, and submarines capable of challenging the Royal Navy, but it was meant to be completed around 1945–1948. The war began too soon. In September 1939, Germany entered the conflict possessing powerful ships like the Deutschland, the Admiral Graf Spee, and later the Bismarck and Tirpitz, but it lacked a fleet large enough to directly face the immense British naval power. ​Faced with this inferiority
